24-Hour Emergency Plumbing in Agoura Hills

Agoura Hills runs along U.S. 101 out to the county line, and we are based in Canoga Park, inside the City of Los Angeles, with the phone answered at any hour. We come to the property itself, be it a house in one of the early tracts such as Liberty Canyon, Lake Lindero or Hillrise, a home built in the 1980s, or an Old Agoura place on its own septic system. The repair is priced on paper first, and nothing begins until you have signed that estimate.

Agoura Hills: water, sewer and permits

Agoura Hills incorporated on December 8, 1982, as the 83rd city in Los Angeles County, and covers about 7.9 square miles. Westlake Village lies to the west, Calabasas to the east, unincorporated county land to the east and south, and the county line to the north and northwest. Ladyface Mountain stands inside the city, where trails are being built, and the Wallis Annenberg Wildlife Crossing spans U.S. 101, its first stage finished in June 2025. Liberty Canyon, Lake Lindero and Hillrise are usually named among the first tracts, from the late 1960s, while Old Agoura is said to have many homes still on septic.

The Census counts about 7,600 housing units in Agoura Hills. Its median home dates from 1979, 53 percent went up before 1980, and 71 percent are detached single-family houses. Two decades did most of the building: the 1970s and the 1980s each account for 37 percent of homes. Plumbing from those years is now roughly 35 to 55 years old, and the copper supply lines, the shutoff valves and the water heater connections are usually where that age shows first.

The Las Virgenes Municipal Water District supplies all of the city's water, imported State Water Project water, and in 2025 its hardness averaged 142 mg/L, about 8.3 grains per gallon, within a range of 119 to 176 mg/L. That is hard enough to scale up heaters and fixtures over time. LVMWD's Pure Water purification plant is under construction in Agoura Hills: work started in spring 2026 and is due to finish in 2029.

Sewered homes drain to public mains maintained by the County, then through LVMWD trunk lines to the Tapia plant, and the owner is responsible for the whole lateral, including the part under the street. Septic follows its own rules. Agoura Hills has an agreement with LA County Public Health, which checks septic plans and repairs; a failed system has to connect to the sewer when one is within 200 feet, and a new or replacement system within 600 feet of Malibu Creek or Las Virgenes Creek must be a nitrogen-reducing system. Plumbing permits come from the City's own Building and Safety Division at 30001 Ladyface Court. SoCalGas supplies the gas.

Agoura Hills borders Westlake Village and Calabasas. We take calls from each of them on the same 24-hour line. The plumber follows a leak or a blockage back to its source before cutting into any wall or floor, and nothing proceeds until you have signed a written estimate.

Calls we get most from Agoura Hills

  • 01Drain backups on Old Agoura properties that still run on septic, where we find out whether the blockage is in the house drain or in the system and explain which County rules apply before a repair is written up.
  • 02Sewer laterals in the late 1960s and 1970s tracts, Liberty Canyon, Lake Lindero and Hillrise among them, cleared and filmed out to the County main; the entire lateral is the owner's.
  • 03Pinhole leaks, sticking shutoff valves and failing supply connections in houses built in the 1970s and 1980s, the two decades that put up about three quarters of the city.
  • 04Water heaters scaled by LVMWD water at about 8.3 grains per gallon, replaced under a City permit, each new tank held by two earthquake straps with its relief discharge led off to a harmless spot.

Census figures

Agoura Hills homes by age and type

  • 1979Median year built
  • 53%Built before 1980
  • 71%Detached single-family
  • 7,566Housing units

The Census dates 53 percent of Agoura Hills homes to before 1980, and the remainder to later decades. California builders of the older period mostly used galvanized steel or copper for water and cast iron or clay for waste; later houses switched to copper or PEX feeding plastic drain lines. So one street can hold two houses with the same symptom and different causes, and a leak or clog that keeps coming back gets traced to where it begins before anyone puts a price on it.

71 in every hundred Agoura Hills homes are detached houses. Most of them drain through a lateral of their own out to the public main, and keeping that pipe clear and sound falls to the owner. A house on septic has its own system to look after instead.

Questions people ask

Agoura Hills plumbing questions, answered

My Agoura Hills house is on septic. Who approves a repair?
LA County Public Health, under its agreement with the City. It looks over septic plans and repairs, and if a public sewer is within 200 feet, a failed system has to connect to it instead of being repaired. A new or replacement system within 600 feet of Malibu Creek or Las Virgenes Creek must be a nitrogen-reducing type. When a house drain backs up, we clear it and tell you whether the trouble lies in the drain or in the septic system itself.
Who issues plumbing permits in Agoura Hills?
The City's own Building and Safety Division, at 30001 Ladyface Court, not the County. A water heater replacement, a repipe or a gas line repair is permitted there, and we keep the permit open until a City inspector has approved the work. A water heater must be secured by two seismic straps, the relief valve has to discharge where it is safe, and any gas work is pressure tested.
Is the sewer lateral under the street my responsibility?
Yes. Public mains in Agoura Hills are maintained by the County Sewer Maintenance District, and the lateral belongs to the owner over its whole length, from the house out to the main and including the part under the street. If roots or grease block it, we clear it, film it and put the repair in writing for you to approve. A problem in the main itself goes to the County's 24-hour line, 1-800-675-HELP.

Leaking now

Somebody answers this phone every hour of every day.

Start by closing the main water valve. In many houses it sits where the supply pipe comes into the building, and there is another at the meter box near the curb. With the water off, phone us and keep the call going: we walk you through what comes next while a plumber sets out from Canoga Park.
